Garuda Resumes Flight to Europe

Garuda Indonesia is likely to resume flights to Europe in the first half of 2010 after the EU Air Safety Committee recommends the lifting of the flight ban on four Indonesian carriers. Garuda Communications Chief Pujobroto made the remarks on Friday in response to the decisions reached by the committee at its three-day meeting which ended in Brussels, Belgium, on Thursday.

One of the decisions is recommending the lifting of the EU flight ban on Garuda Indonesia, Mandala, AirFast and Premi Air. The decisions will formally be issued nearly two weeks after being translated into 22 EU official languages and signed by the board of commissioners for transportation affairs.

Pujobroto said Garuda positively welcomed the decision and would resume its flights to Europe particularly to Amsterdam in the first phase. "It would take nearly nine months for the national flag carrier to make preparations for flight resumption," he said.

He said Garuda was still undecided about the types of planes to resume the European flights."But as an alternative these aircraft could be A 330-200s. Therefore, we need one stopover or cannot serve a direct flight," he said.

"If all the 10 Boeing 777s ordered by Gardua were to be delivered nearly in late 2010 or early 2011, it would serve non-stop flights to a number of European cities," he said. The European Commission (EC) first imposed a flight ban on all Indonesian carriers, forbidding them from entering the region, in July 2007 following a series of fatal accidents.

Comprehensive efforts have since been made to remedy the safety shortcomings in order to meet the International Civil Aviation Organization (ICAO) standards.

Persib ‘Gantung’ Jaya Hartono

BANDUNG — Jaya Hartono sudah pasti meninggalkan Persib Bandung. Kepastian itu menyusul hasil rapat evaluasi tim dan manajemen Persib, yang tidak mengeluarkan
tanda-tanda bakal mempertahankan Jaya. “Tidak ada sinyal saya dipertahankan melatih Persib,” kata Jaya seusai rapat evaluasi yang digelar Badan Pengelola Persib di pendapa Kota Bandung, Rabu lalu.

Jaya menyatakan siap pindah tim.“Karena profesi saya adalah pelatih sepak bola, saya siap menerima pinangan kalau ada tim yang menawari.” Ia juga mengisyaratkan bahwa sudah ada tim yang menawarinya melatih. Namun, ia menolak menyebutkan identitas tim tersebut. “Sudah ada yang menawari,” katanya.

Jaya juga menerangkan, Badan Pengelola menilai dirinya telah gagal memenuhi target mengantarkan Maung menjadi juara Liga Super 2008 dan hanya berada di urutan ketiga klasemen.

Dalam rapat yang dipimpin Dada Rosada,Ketua Badan Pengelola Persib, Jaya menyampaikan sedikitnya tiga faktor kegagalan Persib. Pertama adalah berubahubahnya jadwal pertandingan Liga Super. Kedua, pertimbangan aparat kepolisian terkait dengan pergelaran pertandingan selama Pemilihan Umum Legislator 2009. Terakhir, faktor nonteknis, seperti yang terjadi saat laga Persib melawan Persitara pada akhir putaran kedua Liga Super.“Ketiga faktor itu mengakibatkan anjloknya persiapan pemain dan tim secara keseluruhan,”katanya.

Jaya sendiri secara pribadi mengaku tidak gagal membesut Maung. “Tapi targetnya juara satu. Peringkat ketiga tetap dinyatakan kegagalan oleh pengurus,” katanya.
Forum rapat evaluasi Badan Pengelola juga menyatakan manajemen dan tim Persib Indonesia Super League 2008 dibubarkan. “Belum ada kepastian ataupun pembicaraan tentang Persib musim depan,” kata Irfan, staf Persib bidang media

KPK: Yang Tersadap, Silakan Klarifikasi

Dirjen Pengelolaan Utang Departemen Keuangan meminta maaf

JAKARTA — Komisi Pemberantasan Korupsi meminta siapa saja yang merasa tersadap mengklarifikasi langsung ke lembaga ini.
“Kalau ada pihak yang merasa tidak jelas soal penyadapan, datanglah ke sini,” kata Wakil Ketua KPK Bibit Samad Rianto dalam konferensi pers di kantornya di Jakarta kemarin.

Kepala Badan Reserse Kriminal Markas Besar Kepolisian RI Susno Duadji beberapa waktu yang lalu merasa telepon selulernya disadap. Ia yakin akan hal itu karena polisi memiliki alat deteksi penyadapan. Ia juga tak menampik bahwa penyadapan itu ada kemungkinan berkaitan dengan kasus penyelewengan dana di Bank Century yang ditangani Mabes Polri (Koran Tempo, 1 Juli 2009).

Ketika Bibit ditanyai wartawan apakah Komisi telah menyadap Susno, ia hanya menyatakan, “Pokoknya KPK Cuma menyadap pihak yang terindikasi korupsi.” Sedangkan soal pengakuan Direktur Jenderal Pengelolaan Utang Departemen Keuangan Rahmat Waluyanto, yang juga mengaku telepon selulernya disadap, Bibit menjelaskan yang bersangkutan telah melakukan klarifikasi. Pernyataan klarifikasi disampaikan Rahmat lewat surat yang dikirim ke Komisi. Ia juga meminta maaf atas pernyataannya di media. “Sudah ada pemberitahuan dari yang bersangkutan melalui surat yang dikirimkan ke Pak Haryono Umar (Wakil Ketua KPK),” ujar Bibit.

Penasihat KPK, Abdullah Hehamahua, menjelaskan bahwa konsep penyadapan di Komisi didasari Peraturan Menteri Komunikasi dan Informatika Nomor 11 Tahun 2006 tentang Penyadapan. Dasar hukum lainnya adalah Undang-Undang Nomor 30 Tahun 2002 tentang Komisi Pemberantasan Tindak Pidana Korupsi dan Undang-Undang Nomor 3 Tahun 1989 tentang Telekomunikasi. “Dalam peraturan Menteri Komunikasi itu ada tim panitia pengawas, meskipun tidak dijelaskan siapa yang mengaudit,” ujar Abdullah di tempat yang sama. Pada 2007, Abdullah menjelaskan, Komisi berinisiatif membentuk tim audit yang terdiri atas wakil Kementerian Komunikasi, Perusahaan Jasa Telekomunikasi, dan Komisi sebagai pengguna. “Setelah pertama kali penyadapan berjalan selama sebulan, tim tersebut melakukan audit. Hasilnya, sudah sesuai dengan SOP (prosedur operasi standar) dan peraturan perundang-undangan yang ada,” kata Abdullah. Susno Duadji kemarin kembali menegaskan bahwa instansi lain tidak boleh menyadap polisi. Kalaupun melakukan penyadapan, harus berdasarkan hukum. “Kalau tidak berdasarkan hukum, jangan ketahuan. Kalau ketahuan tanpa dasar hukum, bisa dipidana,” ujarnya.

Susno membantah telah menyebut Komisi sebagai lembaga yang menyadap. “Hanya bilang telepon saya disadap,” kata Susno. “Itu saja.” Tentang rumor bahwa dirinya telah meminta uang Rp 10 miliar terkait dengan kasus Bank Century, Susno membantah keras. “Siapa yang bilang begitu? Kalau ada yang bilang begitu, akan kami usut instansi mana,” ujarnya. “Saya tidak ngomong begitu, saya ngomongnya ada emas 200 karung, ada (uang) triliunan.” (Koran Tempo,3 Juli 2009)

Indonesia needs a post-ASEAN foreign policy

There is nothing more irritating than being ignored. That is what is happening to Indonesia, the so-called largest country in Southeast Asia. Foreign Ministry spokesman Teuku Faizasyah revealed last week the Indonesian government had sent 35 notes of protest to Malaysia over Ambalat since 1980. However, the neighboring country, a fellow ASEAN member, has not stopped maneuvering in the area.

Indonesia has been struggling to convince other fellow ASEAN members on the importance of having a credible ASEAN human rights body, during the ongoing debate on the terms of reference for it. Yet Indonesia's views seem to have fallen on deaf ears.

Previously, Indonesia's views on the ASEAN Charter were also largely ignored, pushing it to compromise to accept the much tamer version of the charter at the end.

Indonesia has always been forced into compromise or into a corner by other members for the sake of ASEAN. On the East Asian Summit (EAS), for example, we compromised to save Malaysia's face. On the ASEAN Security Community (ASC) idea, we compromised by dropping our proposal about the need for an ASEAN peacekeeping force in October 2003.

We are also asked to show restraint when our territory is violated either by Malaysian ships or Thai trawlers. On the contrary, we are often singled out when it comes to our obligations to ASEAN. We are repeatedly accused of harboring terrorists by Singapore. We are also accused of not being serious in addressing the problem of haze.

Whenever Indonesia wants to be more active and assertive, some of our neighbors, even some of our own people, ridicule the idea by arguing that Indonesia should look at the mirror first before it seeks to play a greater and more independent role in Southeast Asia. We are ridiculed by cynics, both within and without Indonesia, that we should put our house in order first. We are told that we should be ashamed of talking about democracy at the regional level because our democracy at home is not perfect. We are told that as a poor country, we should feed our own people first before we express our sympathy for millions of oppressed Myanmarese.

Yet we continue to uphold our commitment to ASEAN, and continue to provide a special place for the association in our foreign policy. We even call it the cornerstone of Indonesia's foreign policy. We put ASEAN solidarity above all other interests. For that, we sometimes have to defend Myanmar at international forums such as the International Labor Organization (ILO) or even the UN Security Council.

We should stand tall and proclaim that enough is enough. It is enough for Indonesia to imprison itself in the "golden cage" of ASEAN for more than 40 years. We should now declare, "Yes, we are poor in material goods, but we are rich in dignity." We should make it clear to our neighbors that "Yes, our people are still poor economically, but our government values them as human beings by respecting their human rights, guaranteeing their freedom of speech, and protecting their political freedom to choose their own government freely."

As a nation, we should never be ashamed of these facts. We should never allow cynical views from outside, let alone from inside, to prevent us from believing in what we think is right. We should never allow other countries to prevent us from taking our own course. Indeed, as a sovereign nation, we should have the courage to be different from other countries if we have to.

We have no problem in taking different positions from major powers such as the United States on many international issues. It is foolish if we are not brave enough to take a different position from other ASEAN countries, especially on fundamental issues of freedom and human rights.

Indonesia, therefore, needs to begin formulating a post-ASEAN foreign policy. ASEAN should no longer be treated as the only cornerstone of Indonesia's foreign policy. For Indonesia, ASEAN should constitute only one of the available platforms through which we can attain and fulfill our national interests. Some of our foreign policy initiatives - such as the Bali Democracy Forum (BDF), the G20 and strategic partnerships with global and regional major powers - have already shown signs toward that direction.

Yet we should not forget that assertiveness and independence does not mean that we need to resort to force whenever we have problems with our ASEAN neighbors. For Indonesia, ASEAN should continue to be an important forum for managing inter-state relations among Southeast Asian countries through peaceful means.

It is the principal forum for us to ensure good neighborliness in the region. At the end, the stability and security of Southeast Asia is at the core of our strategic interests.

Inflation Lowest For Nine Years

Year-on-year inflation in June fell to a nine-year low hitting only 3.65 percent, as economic indicators showed signs of economic recovery under way.

The Central Statistics Agency (BPS) reported Wednesday that on a year-on-year basis, inflation was only 3.65 percent in June this year, compared to 6.04 percent in the previous month and 11.03 percent in the corresponding month last year.

The y-o-y inflation rate this June hit a nine-year low, according to Bloomberg data.

The agency’s deputy head on statistics, distribution and services, Ali Rosidi, said y-o-y inflation had been “high” in June last year because fuel prices had soared at that time, resulting in a month-to-month inflation increase of 2.46 percent.

There was no such corresponding increase this year.

The overall inflation rate also significantly dropped partly due to the rates of deflation in January and in December of 2008, which were 0.07 percent and 0.04 percent, respectively, as well as because of continued slowing inflation in the previous months of this year

There were also some very marginal but statistically insignificant increases in the rate of inflation for some specific price indices in June, for example by 0.29 percent for tobacco, beverages and processed food; by 0.04 percent for housing, water, electricity, gas and fuel; by 0.3 percent for garments; by 0.23 percent for health costs; by 0.09 percent for education, recreation and sport and by 0.18 percent for transportation, communication and financial services.

Ali said the largest contribution to these minor increases in inflation came from a 0.06 percent rise in tobacco, beverages and processed food, while food ingredients contributed a 0.04 percent rate of deflation.

With easing y-o-y inflation, Bank Indonesia may make further cuts in its base rate which now stands at 7 percent.

Ryan Kiryanto of Bank Negara Indonesia (BNI) was of the opinion that there was still room for BI to cut its rate by 25 basis points to 6.75 percent, “This gives hope the BI rate will fall at least 25 basis points pushing bank lending rates to decline.”

BI has cut its rate for seven straight months from 9.5 percent in November to 7 percent in June to spur growth.

BI is scheduled to hold its collegial meeting on Friday.

“Bank responses won’t be as fast [in cutting lending rates], depending on their liquidity and third-party funds. In general, the trend for lending rates should decline,” he said.

Lower lending rates may prompt businesses to start borrowing money for expansion, spurring growth.
Indonesia’s economy is forecast to grow 4.6 percent in the second half of the year, with full-year growth at 4.3 percent, Finance Minister Sri Mulyani Indrawati said Tuesday.

The estimate is that economic growth might have reached 4.1 percent in the first half of 2009. BPS will release official figures next month.
